APPLICATION FOR DISPENSATION BY COUNCILLOR MICHAEL THEODOULOU

An application has been received from Councillor Theodoulou of Burry Port & Pembrey Town Council for dispensation to speak only in respect of his involvement with CBSA Ltd and a potential partnership between the Council and that company to seek grant funding from the Climate Change Fund with the aim of helping turn Burry Port into an ‘eco-town’.

 

More information regarding CBSA Ltd is attached to this report.

 

Councillor Theodoulou would have a personal interest that council business  by virtue of paragraph 10(2)(a) (i) of the members code of conduct as it relates to or is likely to affect a business run by the Councillor.

 

This personal interest would also be prejudicial as a member of the public with knowledge of the relevant facts would reasonably regard the interest as so significant that it would be likely to prejudice the Councillor’s judgement of the public interest.

 

Councillor Theodoulouu has made his  application on grounds 2(d) and 2(f) in the Standards Committees (Grant of Dispensations)(Wales) regulations 2011 (as amended) namely;

 

(2)(d)That the nature of the member’s interest is such that the member’s participation in the business to which the interest relates would not damage public confidence in the conduct of the relevant authority’s business.

And

(2)(f) That the participation of the member in the business to which the interest relates is justified by the members particular role or expertise

 

If the committee is minded to grant Councillor Theodoulou a dispensation in respect of this interest it has absolute discretion as to the duration of that dispensation.
