MENTAL HEALTH AND POLICING CONFERENCE

The Police Reform and Social Responsibility Act 2011 (‘the 2011 Act’) places a statutory duty upon Police and Crime Commissioners to publish a Police and Crime Plan setting out their priorities. The 2011 Act also places a statutory duty upon Police and Crime Panels to scrutinise such Plans and monitor their effectiveness.

 

Priority 2 on the Police and Crime Plan relates to Safeguarding the vulnerable. This includes those suffering with mental ill health, not just as victims of crime, but also perpetrators and those who are not part of the criminal justice system but whose welfare the police are called upon to protect in emergency situations.

 

The Panel identified this as one of the key themes upon which they wished to focus during 2019-2020 and panel member Mrs Helen Thomas agreed to lead on the issue. As part of the evidence gathering in respect of this theme, Mrs Thomas and Cllr William Denston Powell attended the Mental health and Policing conference in Chester on the 24th & 25th September.

 

The event was hosted by the Chief constable of Dyfed-Powys police Mr. Mark Collins and a note of the proceedings prepared by Mrs Thomas is attached.

 

Panel members are asked to note the report and make such recommendations to the Commissioner as they consider appropriate.
