Digital Infrastructure - Regional - Project Authority Lead Carmarthenshire County Council

Business Plan Update

·         CUBE have progressed scoping work to support the research element of the business case

·         Several coordination and data collection meetings, workshops and desk top activities completed

·         Regular meetings have been scheduled between CUBE, Mike Galvin & Regional Office to ensure progress is on track

 

Project Update

·         Continued work with individual City Deal projects to identify collaborative opportunities with the Digital Infrastructure programme

·         The pan-Wales 5G group has reported back initial views which are being evaluated by the Welsh Government.  Mike Galvin represents the region on this group which is currently refining opportunities for 5G in Wales

·         High level fibre solutions have been mapped and costed. The process of prioritisation and cross mapping with other regional initiatives such as enterprise zones and economic development areas to inform the regional LFFN bid is underway

 

Other

·         The 2018 Budget gave an additional £200M to fibre broadband, with a strong bias towards rural and disadvantaged areas - the project is also intending to take advantage of this funding

Swansea City & Waterfront Digital District - Project Authority Lead Swansea Council

Business Plan Update

·         Project team developing response to further feedback from the UK and Welsh Government which was received on 6th November, 2018

·         Draft business plan presented to Economic Strategy Board on 8th November, 2018

 

Project Update

Box Village and Innovation Precinct:

·         The University has entered into a development agreement with its private sector partner to take forward the delivery of Box Village

·         Contractor appointed and now progressing design for planning submission (two stage design and construct)

·         Submission of planning application in December 2018

·         Commencement of construction programmed for March 2019

·         Practical completion programmed for September 2019

 

Digital Village:

·         Agreement in place to install full digital cable ducting along north side of The Kingsway (south side completed)

·         Stage 1 Digital Village Architect report approved by Swansea Council and detailed design is now commencing

 

Digital Square & Arena:

·         Entering pre contract services agreement with the primary contractor for Digital Square & Arena

·         Advanced construction enabling works progressing

 

Other

·        Switching traffic into new traffic lanes planned by 17th November, 2018 following major resurfacing works including near completion of southern side of Kingsway new public footways

Business Plan Update

·         Project team developing response to further feedback from the UK and Welsh Government which was received on 1st November 2018.

·         Draft business plan presented to Economic Strategy Board on 8th November, 2018.

 

Project Update

·         Formal opening of Phase 1 of the project took place on the 25th October, 2018.

·         Commencement of design/ECI tenders for Phase 2 scheduled for December 2018.

·         Phase 2 commencement of construction planned for December 2019

·         Phase 2 completion planned for March 2021

CENGS - Project Authority Lead Neath Port Talbot County Borough Council

Business Plan Update

·         Business case for CENGS Swansea Bay Technology Centre (capital element) being finalised & due for submission to RO November 2018

·         Seeking expert input on development of the CENGS organisation (revenue element) business case

 

Project Update

 

CENGS - Swansea Bay Technology Centre (capital):

·         Finalising design and technology specification for the ‘building as a power station’

·         WEFO ERDF match funding confirmed - £3m ERDF P4.4

·         Two stage procurement exercise to commence Dec 2018

·         Construction period Autumn 2019 - end 2020

 

CENGS - Organisation (revenue):

·         Following a soft market testing exercise, the project team will carry out a procurement exercise to appoint an organisation to run the CENGS organisation.

·         Proposal for private sector investment to be identified during the implementation of the project through licences etc.

 

Other

·         CENGS Swansea Bay Technology Centre (capital element) has been identified as an ‘Active Building’ in Swansea University’s successful Active Building Centre proposal (Challenge Fund)

Skills and Talent - Regional - Project Authority Lead Carmarthenshire County Council

Business Plan Update

·         Business Plan has been updated following receipt of comments from UKG/WG and re-submitted to Welsh Government, awaiting comments.

Project Update

·         Continue to work with schools across the region to increase awareness of the City Deal and the opportunities that will be generated through the 10 projects.  A number of the schools have developed specific proposals to trial on a county basis with a view to rolling out across the region.

·         The Training Solutions Committee have met to identify skills gaps across the region and work will start with the 10 project leads to identify solutions for the skills gaps within the region.

·         The RSLP have been engaged with Industry across the region to highlight the City Deal and ensure that any skills gaps identified meet with the wider needs of businesses across the region. A number of workshops were held recently and the RLSP partnered with the City Deal Business Engagement Officer to specifically discuss the skills requirements and opportunities to upskill existing workforce as well as develop new talent through the schools, colleges and universities.

·         Carmarthenshire is piloting a City Deal course as part of the Welsh Baccalaureate

·         Project will focus on the two sites at Morriston and Singleton to create new Research, Development & Innovation facilities

Project Update

·         Whole site business planning underway with a site-wide financial model targeted for December 2018

·         Following the signing of the Collaboration Agreement, a corporate structure to deliver the Village currently being established

·         Multi-disciplinary team from ARUP appointed to take Phase 1 Village to RIBA Stage 2 (concept design) by January 2019

·         Design and sustainability workshops held, led by Arup, and initial floor space plans for the Community Health Hub and the Wellness Hub developed

·         Outline planning application to be considered at an Extraordinary Planning Committee in January 2019

 

Other

·         Education, Skills and Training Plan being development to include a wide range of Further and Higher Education providers

·         Workshop held to identify skills gaps and options to ensure sustainable staffing across all aspects of the Village including whole site maintenance and management, sports and leisure and assisted living

·         Recent site visitors include Office for Life Science, Department for International Trade, Economic Strategy Board members and Welsh Government

·         Swansea University-led research proposal commenced, in partnership with Communities First, to explore how health impacts can be maximised through ensuring increased public participation

·         Draft Outline Business Case submitted to UK and Welsh Governments on 11th October 2018, awaiting feedback

 

Project Update

·         Pathfinder / proof of concept development at Neath (former care home Hafod site) on site, construction commenced. This is a collaborative partnership between Neath Port Talbot CBC, Pobl and Specific (Swansea University)

·         Regional local authority steering and working group established to co-ordinate the regional activity at scale

·         Umbrella bid submitted to WG Innovative Housing Programme (IHP) in July 2018 - as agreed by SBCD Shadow Joint Committee on 23rd May, 2018

 

Other

·         HAPS project team has a partner in a Horizon 2020 bid with Cardiff University ‘Decarbonisation of the EU building stock’

·         PDM project team revising business case following meeting with the governments, regional office and Pembrokeshire County Council on 28th September, 2018.

·         PDM project team submitted supplementary information to Regional Office on 2nd November. Regional Office have reviewed and arranging meeting with project team to discuss feedback.
