Digital Infrastructure - Regional - Lead Authority Carmarthenshire County Council

 

       Update provided under agenda item 4.

 

Initial draft Business Case to be submitted to RO - end December 2018

 

 

Swansea City & Waterfront Digital District - Lead Authority Swansea Council

Box Village and Innovation Precinct

·         The University has entered into a development agreement with its private sector partner to take forward the delivery of Box Village

·         Advanced funding is in place covering the project design and planning submission for Box Village

·         Tenders returned and appointment of contractor imminent (two stage design and construct)

·         Submission of planning application in December 2018

·         Commencement of construction programmed for March 2019

·         Practical completion programmed for September 2019

 

Digital Village

·         Reviewing key strands emerging to inform the development of Swansea’s Digital Strategy

·         Developing synergies with Digital Infrastructure project

·         Ducting continues to be laid within southern side of The Kingsway in readiness for fibre network

 

Digital Square & Arena

·         RIBA Stage 3 designs completed

·         Full Planning consent secured on 2nd October 2018

·         Advanced construction enabling works on site

 

Revised draft Business Case submitted to UK & Welsh Governments for review on 19th July - awaiting feedback

 

Yr Egin - Lead Authority Carmarthenshire County Council

·         Phase 1 now complete with formal opening of the building to take place on the 25th October.

·         Commencement of design/ECI tenders for Phase 2 scheduled for December 2018.

·         Phase 2 commencement of construction planned for December 2019

·         Phase 2 completion planned for March 2021

CENGS - Lead Authority Neath Port Talbot County Borough Council

·        Business case under development

·        Two stage procurement exercise to commence in December 2018

·        Construction period anticipated Autumn 2019 – end 2020

·        Following a soft market testing exercise, a procurement exercise will be undertaken to appoint an organisation to run the CENGS organisation.

·         Project Meeting has been arranged for UK Government, WG, RO and Project Lead

·        Proposals for project phasing are currently being developed

Revised Draft Business Case to be submitted Regional Office from the Project Lead

 

Life Science and Well-being Campuses - Lead Authority Swansea Council

 

·        Project Lead currently revising draft business case following feedback from RO on initial version

·        Project will focus on the two sites at Morriston and Singleton to create new Research,

Development & Innovation facilities

 

Project Lead to send revised Business Case to Regional Office

 

Life Science and Well-being Village - Lead Authority Carmarthenshire County Council

·         Multi-disciplinary team appointed to advance phase 1 of the Village to RIBA Stage 2 (concept design) by January 2019

·         Ongoing engagement with statutory consultees to secure outline planning consent – target date November 2018

·         Local charitable organisations, Llanelli Hydrotherapy Pool Committee and JC Williams Trust engaged to support delivery of hydrotherapy pool

·         Site-wide Health Impact Assessment undertaken and an abstract has been accepted for publication in The Lancet

 

Amended business case submitted to UK & Welsh Governments for review on 15th August - awaiting feedback

 

Homes as Power Stations - Regional Project - Lead Authority Neath Port Talbot CBC

 

·         HAPS project team a partner in a Horizon 2020 bid with Cardiff University ‘Decarbonisation of the EU building stock’

 

·         Umbrella bid submitted to WG Innovative Housing Programme (IHP) in July 2018

 

·         Draft Outline Business Case proposals for HAPS developed by Project Lead

 

·         Project Meeting has been arranged for UK Government, WG, RO and Project Lead

Pembroke Dock Marine - Lead Authority Lead Pembrokeshire CC

 

  • PDM project meeting and site tour was held on 28th September with representatives of UK and Welsh Governments, Regional Office, Pembrokeshire County Council and the four PDM project partners present.

 

  • PDM project team revisiting the City Deal PDM Project Scope, project activities, and the outputs and outcomes that will flow from it.

 

  • There are a number of heritage roadblocks in the way for PDM and the project is to set out a Plan B if the project is unable to deliver aspects of the heritage, and any likely impacts to scope, outputs or outcomes of the project.

·         Consultants appointed to refine business case

 

·         Project team, working with industry partners, continue to finalise building design

 

·         The following pre-planning surveys and reports (costs underwritten by Swansea University) have been carried out at the preferred site:

o   Drainage and FCA

o   Site Investigation

o   Air Quality assessment

o   Transport Assessment

o   Ecology Survey

o   MEP Feasibility study

 

·         Planning permission anticipated by end of Q2 2019

 

·         Anticipated build completion and project delivery stage to commence by end of Q4 2020

 

·         Project Meeting has been arranged for UK Government, WG, RO and Project Lead

Steel Science - Lead Authority Neath Port Talbot CBC

·         Consultants appointed to refine business case

 

·         Industry workshops to finalise building requirements have been completed and the project team is now working to compile a detailed brief in readiness to go to market

 

·         The following pre-planning surveys and reports (costs underwritten by Swansea University) have been carried out at the preferred site:

o   Drainage and FCA

o   Site Investigation

o   Air Quality assessment

o   Transport Assessment

o   Ecology Survey

o   MEP Feasibility study

·         Planning permission anticipated by end of Q2 2019
